Power lose mid throttle P1316
1996 5speed. Had a bunch of codes when I first cleared it. I cleaned the IAC, MAF , induction cleaning with seafoam, seafoam in tank, plugs, wires. The symptoms It's having now same as before. Runs great at little throttle and anything above 2/3 throttle. But if I try to just cruise and maintain speed it begins to lose power and skip on a few cylinders. If I push the throttle down to about 2/3 throttle it immediately begins to run better. Only code that's shown back up in the 50miles and about 6 drive cycles is the P1316 code. I'm stumped .

Update
I did some experimenting with the fuel pressure. Test readings I got are:
1. initially pumps up to 26psi when pump cycles but drops to zero immediately.
2. With clamp on the return line I get same results.
3. If I clamp the pump side before it stops primiming it will hold pressure after the pump shuts off.
4. While running 26psi. 30psi if I disconnect regulator. and idle smooths out some.
5. If I clamp return line while running idle actually becomes real smooth and picks up some.
6. Clamp the pressure regulator line, pressure goes up to 30 and while driving all misfires and hesitating is almost resolved.
I think a new fuel pump and possibly pressure regulator are in order.
