Nice work on the testing. So you feel good about the TPS and found the fuel regulator getting in the way which might be a perforated diaphragm or worn diaphragm spring. 32psi is where it should while running. Book is 32-34psi. Since the fuel pump draws a decent amount of amps the connectors are probably also melted/burned as is normal. If you replace buy some new pigtail connectors.

with a digital volt meter I could count every 100th of a bolt without any gaps in between. Originally I thought for sure that the TPS was the problem but it looks like it's a fuel pressure problem. I'm optimistic the regulator is good, maybe just a pump problem. I just ordered a GM pump that most swap into the rover sending unit. I'll re-test as soon as I get it in.

So.. new pump comes in the mail, I remove sending unit and discover that the pump had been replaced once before and the plastic accordion line is mangled on the ends with hose clamps. I guess that explans why it wouldn't hold its prime. And probably why the psi was low. I'm headed to the parts store now to get some high pressure line to replace the oem stuff.

If nothing else at least the pump will be 100%.

Ok after replacing the pump and lines inside the sending unit it will hold pressure after shut down. But..... I'm still only getting 26-28psi at idle and it's still not smooth. Pressure regulator?

If it’s holding pressure the regulator is working. Go after the fuel filter next. What pump did you buy?

I ordered an A/C delco version of the E3270.

Following along. Pretty much the exact same situation, and the same truck (1996 D1 5spd - Pre-AEL). Mine is also accompanied by random misfire faults as well.
