I think it is very possible that the PO thought that was the radiator and put the coolant there.
The turkey baster method is not very efficient, use the bleed screw method, works much better.
Loosen bleed screw on steering box, start engine, unscrew bleed screw half a turn or so, keep power steering system full.
Once all clean fluid comes out of bleed screw tighten it back up, shut off engine.
Top of system, done.

 

Was that a gold nugget in the strainer?

Maybe some idiot did add antifreeze to it.
