If its just 1 or 2 rocker arms, can a person replace them themselves? how difficult is it?

Once you are in there may as well do them all, and if two wore out, they were probabaly holding hands with the others when they jumped off the cliff. See attached from RAVE overhaul manual.

No, you'll have fun doing it your self. But do read the factory method, think it over. They have not asked you to get out any special LR only tools, no adjustements with a micrometer, etc. Simple socket set and basic torque wrench. Main thing is keep push rods in order and orientation (poke them into a cardboard box in same sequence you remove them). You are just having to take off valve covers.

Or get a second opinion price from another mechanic. The rocker arms are $11 each at Atlantic British, they come in left and right hand. But at Rover's North, they are like $64 each. Your mechanic's choice of parts source could have influenced quote greatly. Don't offer to provide parts, but there are other sources he could consider. Even down around $7 each at British Pacific for All Makes. See Discovery I V8 Engine Top End Parts Available from RoversNorth.com

Yes, you could just replace 1, but the time to do 1 and the time to do all on that side is not much different. If you mess up the shaft they are in the $25 - $50 range.

Draw picture on cardboard box, poke rod into picture where it came out. The rod for cylinder 1 exhaust will be slightly worn differently from cylinder 1 intake, or cylinder 3 exhaust, etc. Just keep in exact order they are removed, don't let assistant dump them on the floor, parts cleaning tray, etc.

Nope, from inside truck looking toward road ahead. Left side is left, no matter LHD or RHD. Remove rods is step 8 on first page. Purpose is to inspect them (don't want bent ones or cracked ends, etc.).
