Default replacing fuel filter

Hello fellow rovers.
Im getting to the end of my tune up. Lots more work to do with my brakes, suspension, engine clean up, cosmetics, ect.
I would like to properly prepair for my fuel filter replacement and tent to my fuel tank fill lines.
Does the passanger rear tire need to be removed to gain access to the fuel filter?
Also ive seen posts about clearing out a clogged fuel tank vent tube. When im under the truck i see the main fill hose (large) and another fill hose (medium size) and a small hose with a little filter at the end.
Which hose is the vent?
Could this be the reason i smell fuel in the rear of the truck after drives?
There is pressure in the tank when the fill cap is removed.
any advice is great appreciated!!
Thanks,
Brian

It was easier for me to take the tire off. Lots of PB blaster.
