I will try to test pressure tomorrow and have some research I remember there is an oil by pass valve under the filter. I will check this first. Could it be stuck?

Shouldn't matter. That bypass is for the filter, not anything else in the engine.

When I tore into mine, the rockers were very difficult to get off the shaft.
The shafts, pedestals, and rockers were all pretty-much clogged with sludge.
Had to use a wee drill bit on the rocker ports.
Took apart the tappets and cleaned as well.
Everything was nasty. In all honesty, it's hard to believe it was running at all.

My pedestals were stuck as well. Used a small chunk of oak and a hammer to tap them off, cleaning the shaft ahead of them. Took a while, but eventually they came off. Remember what goes where.

Think I figured it out the shaft may notched wrong? The holes seem to be facing down.
