Default sagging blinkers

Am I the only one who deals with this? I believe it because my headlight finisher is low and my headlight finisher is low because my bumper seems low. I keep loosening the 4 bolts and lifting it but it isn't enough and then I find it low again.

Do the little side peices take up space between the bumper and headlight finisher? Those are long gone wonder if they helped to keep the lights up there.

Can you post a pic of what you mean?
I think I understand but I just want to be 100% sure.

SORRY haven't gotten around to a picture.... I honestly cannot understand it.. I just removed the whole front bumper and tryed to move them. Obviously there is a screw holding the finisher down, which seems way below headlight and theres no way for it to sag.. If I take the blinker out of the groves in the finisher and put the prongs on TOP of the finisher, its almost there... Meaning it looks to be about 3/4" low.. You can even see where it USED to rub the paint up high..
