be sure the p s pulley is on correct, another guy had his on backwards and it made noise till the belt went, I think it should free wheel but I could be mistaken

They don't freewheel if they have fluid in them, they're a pump.....

yeah I was thinking about the one I just installed, no fluid in it sorry bout that

My spare has fluid in it....and I spun it. Works!
