steering wheel - How much should it tilt?

Default steering wheel - How much should it tilt?

The tilting steering wheel on my 98 D1 moves a grand total of 4 degrees from all the way up to all the way down with one stop in between. Is this normal? The wheel won't lower far enough to get at the two instrument finisher panel screws which explains why mine was loose with no screws in it when I bought it.

4 degrees of tilt seems hardly worth the trouble. Is there any way to get more down tilt?

My tilt is very limited too. My instrument binnacle was also damaged from the previous owners trying to get to the screws. You may try a right angle screwdriver(shaped like an L on both ends) to remove the screws.
