my '98 appears to be the second choice, and it would require a track rod adjusting shaft piece(#NRC4700) which screws ito the rod pictued with only one ball joint.....and then a ball joint which goes into the adjusting shaft

Do you want the ball joints (tie rod ends) or the drag link and/or track rod assembly?
Those aren't just tie rod ends in your link.

Looks like the only difference is one comes with 3 rod ends(and the whole rod's), the other comes with 4.

Why they would sell one with 3 and one with 4 is odd. If you're gonna replace 3, might as well do all 4.

But like said above, if you want just the rod ends, not complete rods, check out dap or rovahfarm. You can get all 4 ends for well under $100 shipped.

i want all tie rod ends replaced and thought about upgrading the bar as well

Some of these rovers had 4 ball joint rod ends, and some had 3 and one of these:

Ah, ok, nothing wrong with that.
People generally relocate the steering damper (if they keep it) to the drag link to get it up out of the way of damage.

NAS Defenders have the ball joint on the pitman arm.
NAS Discos have them both on the track rod.
