ECU probably considers some minimum mechanical position as idle rpm, not "zero". "0" values cause problems in certain formulas, so they may keep it as a positive value. When you let off the gas, it tells the ECU and other things happen as you are coasting or slowing down.

He loved the Bronco II, not the real Bronco. I had a top of the line 96 full size Bronco with a 351 in it. That was a beast, but I put over 260,000 miles on it in about three years, used it year round commuting uo 1000 miles a week going from Pittsburgh to all over Ohio as a ISO 9000 consultant and auditor. Mostly interstate driving.
It ate up front tires and front hubs like Cheerios. You could see the wear each week on those front tires.
