Mine reads 13% at idle, my truck idles 625-650 with no load when hot.

The throttle position sensor is ’self adaptive’, which
means that adjustment is not possible. It also means
the throttle position sensor setting is not lost, for
example, when throttle stop wear occurs.
CAUTION: Do not attempt to adjust throttle
position sensor.

Potentiometers (volume controls) can become damaged or dirty (noisy) from vibration and staying in one spot. If erratic need to swap out. ECU probably considers some minimum mechanical position as idle rpm, not "zero". "0" values cause problems in certain formulas, so they may keep it as a positive value. When you let off the gas, it tells the ECU and other things happen as you are coasting or slowing down.

Interestingly enough when you let off the gas and coast the engine goes back into "open loop", even when fully warmed up.
Things I never knew.

He loved the Bronco II, not the real Bronco. I had a top of the line 96 full size Bronco with a 351 in it. That was a beast, but I put over 260,000 miles on it in about three years, used it year round commuting uo 1000 miles a week going from Pittsburgh to all over Ohio as a ISO 9000 consultant and auditor. Mostly interstate driving.

It ate up front tires and front hubs like Cheerios. You could see the wear each week on those front tires.

We actually need owners like Lrd2&me to give us prespective. Compared to his type, I'm a PhD in Electrical Engineering. Compared to Disco Mike and Spike, I'm toad poop in the middle of the trail under a very small mushroom. It's a good thing to know your place on the food chain, in the cozy middle, not on the bleeding edge...
