ultragauge codes question

Can't get it to rev above 1400 right now. However the tps appears to be showing approximately what ever the pedal is at starting at 12.5 at idle all the way up to 94 was the highest I could get but it did show everything in between as fast as the UG could refresh. Both open and closed loop. I also checked fuel pressure 30 psi at idle up to 38 psi at anything above idle. I removed the bleeder from the top of the radiator and inserted a thermometer, readings were 20 degrees below the ultragauge readings.

My gut is telling me your TPS is bad.
If your TPS is showing values of 94% but the engine wont rev past 1800rpm to me that says bad TPS.
But I have been wrong before.
I dont know what else it could be, a vacuum leak and it wouldn't idle.
Your fuel PSI is fine.
I just cant think of anything else.
Your coolant temp difference is normal.
If you could check the temp at the bottom of the radiator it would be even colder yet.

Your right the temp at the bottom of the radiator was quite a bit cooler. I'm trying to back probe my harness right now to make sure there are no breaks in the wires. I thought 1190 was a coolant temp sensor but after a little searching it appears 02 related. My 02's are new (not sure now the old ones were even bad), if the harness is good then I'm thinking the voltage spike may have reaked havoc on my ecu as well as the voltage regulator. I would be delighted if it were only the tps. Is there not a way to remove the tps and check resistance cross certain terminals and compare readings to that of a know to be good unit?

When it comes to electrical...I can change a light bulb if I have help.
