A relay related to or part of the ECU, once you locate it by touch or sound, then it will be easier to think about what kind of ground, latte in the switch etc. is causing the relay to interrupt the supply voltage to the coil (which makes it a buzzer). Careful of this high dollar cardboard under the glove box. BTW, once all that is off it is easy to drop heater fan to clean out any leaves and junk. The common ground for the up/down switches must be somewhere near the console, could also be loose.
