01 disco 2 service engine light not working
pin #20 of connector 4 (c0637) on the ecm is the switched ground for the malfunction indicator light, so i guess it would actually be possible for someone to track down which specific wire that becomes, and cut it somewhere on its journey across to the instrument panel. apparently the wire is red/slate when it comes out of the ecm behind the fascia panels.

Not necessarily. If l was in the business of disabling check engine lights, especially on vehicles that were going to be sold, l'd disable the wiring system within a plug connection (breaking wire as close to terminal pin). This way, the wire just looks to be broken...could have happen on its own, at the factory, etc.
That's why folks use to burn out the bulb. If you removed the bulb (or cover it up)...tempering was obvious. But...a burned out bulb...who can you blame on that.

well guys . took apart and someone removed the led at LED9 POSITION on the board .
anyone know of a comparable led replacement that i can solder in its place to make it work again ?
not sure what the specs was on the original led ...

At the dealership I do remember a beautiful Red Callaway P38 being traded in. It had an SES light on , and during the certified pre-owned program it was to be repaired to like new with no faults before being sold. Several ECU's later, and tons and tons of wire hunting the problem just wouldn't go away (reason it was traded in I'm sure). The tech working on it finally bypassed it via wiring, but a year later it showed up because it wouldn't pass inspection due to OBDII testing..... It was bought back if I'm not mistaken and the customer rode off in an 02 Westminster.
Those LED's really don't have any legs on them to just solder back on. How many miles are on your D2? I'd try to grab the PCB from a wrecked D2 and then just SYNC the mileage from the BCU to the Cluster.
