03 disco 2 no crank no spark

You have to be cranking engine over to get fuel pump to run, that's why crank sensor signal is necessary. The crank sensor sends a signal to ECM, ECM sends signal to fuel pump relay (ground circuit) which activates pump and coil packs and injectors.

I'm getting 0.15 volts from CKP to ECU while cranking. Sound correct?

its not an analog signal, its a digital signal. The sensor registers the notches on the flywheel as they go past. There is a specific pattern of pulses the computer looks for. You would need an osciilliscope or a high end scanner to read it. If it is working correctly the fuel injectors will pulse when cranking. If you want to test you can pull the injectors and watch them for squirts.

Crank sensor basically looks for two things, engine rotation and number one cylinder...and passes on the infomation to ECM.

Turning over and cranking are the same thing...battery/starter motor does this.

Your rover is cranking over...but not starting. Need fuel, compression, spark and timing to achieve this.
