Yes.
It would not turn over with every thing installed.
Removed all the little stuff off the top.
Removed the spark plugs, still wouldn't turn.
Removed the front cover. Still wouldn't turn.
Removed the oil pan to visually inspect the internals (everything looked fine). Still wouldn't turn.
Let it sit for almost a month, with no further action taken to it.
Came back to it and was about to remove the timing chain assembly and try to turn it over, thinking this would separate the turning of the camshaft and valves from the crankshaft.
Before going through with that plan of action, I decided to try turning it over once more and it rotated...
