A DI isa DI is a DI is a DI and on and on.
A DII is a DII is a DII....
So, to answer your question, yes the tow hooks for a 1998 DI will fit a 1999 DI, but NOT a 1999 DII for anybody else who searches this in the future.

Brackets are $345.00 from Roadmaster and hate to order them and not have them fit. Any difference between the 98 & 99 plastic rock shield on the front of the Disco that you know of?

 

No, not that I know of.
There were no major changes in cosmetics in the NAS DI since 1994, so it should be just fine.
I think the reason that they give 1999 its own seperate listing is because of the mid year model change.
