Please tell me if a "complete engine reseal" includes the head gaskets.

That will depend on the dictionary used by that shop. Kinda like "renovated" in a home for sale. If planning to get work done get a detailed estimate, head gaskets alone can be $1500 - $2500, and that is at an indy shop.

As an example, the kit of parts for a head gasket runs $90 - $120, plus new bolts, another $40. But these kits don't include new front engine cover gasket, or front crank seal, or water pump gasket. The front part is considered a different job. And the rear main oil seal is certainly not part of most head gasket jobs.

So you would want mechanic to be specific. If purchasing a vehicle that has had this work done, ask for a copy of the work order. They may just have done valve cover gaskets.
