Default 2003 Discovery 2 Transfer Case Issue

My 2003 Disco transfer case seems to be jammed? I am unable to move the selector from H to L. I am also getting the light on the dash with the two gears with an X through them. I believe this is the transfer case in neutral light. I checked the interlock solenoid, and it seems to be working properly. What is confusing me is that the truck seems to be stuck in Low range but the lever is indicating High range? Any help would be appreciated!

Sounds like you need to adjust or fix the cable.

If the interlock isn't the issue disconnect the cable and manually shift it at the TC. Gears flashing = N

That's what I would've thought that meant too, but the truck goes into D and R. Just in low range. Although looking at the linkage on the top of the transfer case, it appears to be in High????
