The stepper motor was the one that was unplugged to me that means that someone figured out that it was bad andits not cheap. The idle is still high. The part number that is on the one that is in there now is on the top is 704008 and right below it is A0848 the Rover P/N is ERR4352, is there anything cheaper out there like the ones on the other Rover motors that cross to GM parts and such. There are no codes showing.

Confirmed, Idle Control Valve (Idle Stepper Motor) is bad. Its a plunger type actuator the more it extends the slower the RPM the more it retracts the faster the RPM. Mine was stuck retracted so high idle. I gently pulled the plunger out a little left unplugged and reinstalled and now I am from 2200rpm down to 1100rpm.

Take out the stepper motor and clean it with carb cleaner. If that doesnt work then buy a new one.
