Hi @nashvegas quick q .... before I haul off and buy a new fusebox... what other indicators might I look for that this is the culprit/issue? Would I remove and look for water damage/corrosion? I've been having some weird electrical issues where all windows will periodically start/stop working, same with the lights on the gear box...

You'll want to flip down the cover under the steering wheel -- and really look carefully at the grey fuse box. Look along the edges, or bottom. If you see any weird traces of water stains or corrosion (white traces indicating water, or even green or brown), then remove it and evaluate more closely,
On a D2 I had to replace fusebox most recently, all looked fine with exception of the floors were surface rusted underneath the carpets, and the seat mount bolts/brackets were oddly rusted. Until I removed the fusebox, then I realized it was completely corroded inside and on the back. This car had a history of getting water inside but by no means was it moldy or had wet carpets. It's fiddly and a pain to remove and undo/redo the connectors on the fusebox, but worth it to evaluate.. esp on a D2 that you know had water ingress issues from up above.
FYI: I'd say 40-50%+ of D2 fuseboxes I see in pick n pull yards in the pac nw here are corroded or show signs of water traces on the grey casing -- and I do not pull them for spares.
So I'm not sure if it's your issue .. but it's highly suspect as a potential cause if you know water has gotten inside the front floor/dash.
