there is a lockout solenoid in the transfercase that prevents you from shifting it unless you are in neutral. it can go bad, you can replace it or just remove it, but if you remove it remember not to shift it unless you are in neutral or you will be picking up peices of you drivetrain off the road.

i would say it would be something else however he just bought the truck. In most cases when its a new purchase most of these trucks have never seen dirt let alone low on the transfer case. More than likely on a new purchase it will just be ceased up from lack of use. If he was driving it and using it reguarly and then it wouldnt shift i would say different.

 

yes that is possible but I just wanted to throw out another possability, so he doesn't try to rip the lever out. It seems to me you could tell the difference between seized up and a definate locked position

btw once you get her willing to be used under the onslaught of multiple people and lots of lube be sure to use her in LOW range at least once month to prevent her from seizing back up, otherwise she wont go into LOW rangs for you again without the hassle of inviting friends over.
