96 DISCO engine light problem

Its hard to tell but that looks like a vent line.
If it is there 3 places it can go up to the charcoal canister,
the fuel filler neck and the top of the gas tank.

the problem is i can't get my hand on to the place cuz it's blocked out my the steel plates......does any one know how to fix the problem^^^^^^^^^^
