My 97 discovery is wining a high pitch sound when ignition is on. I also can't take key out of ignition. Help?

jiggle the stearing wheel to release the steering lock to release the key. lube up the lock and get it rebuilt by a locksmith.

Sounds like a bad ignition switch and the starter is not releasing because the key is not kicking back to the "II" position.

Ignition is ringing even in on position prior to starting. Steering wheel doesn't lock. Can I disconect any wire to stop ringing?

You can pop the cover off of the steering column and unplug the ignition switch.

Unhook the battery.

I have no idea what it could be.
