98 discovery lse will not start

Turn the key to the second position for 5 seconds then off, do that 3 times then try and start your engine, what happens?
I'll bet good money your pump if fried.

i just did that and it would not start then i checked the valve and there was fuel in it but its still not starting and my dad sprayed some starting fluid in it and it started up but cut off when he quit spraying it

Your fuel pump is gone.
Call me sometime and lets talk about other pumps that can be used on your truck, other then the $400 Rover pumps.

No, remove the carpet from the cargo area and there is a hatch, open the hatch and what do you know, the fuel pump.
