I had this problem on my 1999 Disco II. I found that the voltage was present through the exterior fusebox. I measured the voltage at the Fuse 7 contacts on the interior fusebox and found that the voltage was low. I removed the fusebox from underneath the dashboard (with the addition of a few scratches to my hands) and opened the fusebox. I found that the problem was caused by a cold solder joint in the middle of one of the PC boards. A hot iron and some solder fixed this right up.

so, you have had it tested and when running it is between 13.6 and 14.4 volts? Starting fine doesn't tell the condition of your electrical system.
