Default ABS & Traction Control Light

After sorting out head gaskets and oil pressure problems on my Disco 2,I thought I should now sort out the P1590 code I was getting on my ultragauge.
Seemed strange as I had no warning lights on----checked the RAVE owner manual and found out the warning lights should be on when the ignition was first on.
Found that the hill decent light would iluminate but no ABS ot TC!!
Pulled the instrument console out and found a pevious owner had just put black tape over the bulbs.( Very sneaky lol)
So now I have abs and tc on,but not hill decent,that seems to be working fine.
Does anybody in the Richmond Virgina area have the scanner to read the faults please,willing to pay for this just don't want to pay the dealers prices.

Default abs tc and hdc

Well my '99 Discovery II was driving just fine until ll of a sudden...three warning bells and the hdc abs and tc all illuminated. I drive the three blocks home with everything seeming ok. I turned off the ignition, restarted and the lights all did not come back on, but I wasn't driving. What does this mean? Thanks guys.
