ABS Wheel Sensor Voltage

ABS Wheel Sensor Voltage
Man O Man. I'm abut to pull my hair out. I did option B a while back and everything was great. Then the ABS sensor wire caught on the axle where it connects to the hub and broke. I said well ****. Ordered a new one and put it on. The problem is The voltage off the wire is not increasing with wheel speed. All the others work fine. So I pulled it off AGAIN and looked down in there to see if any of the teeth were damaged. Nada. Just fine.
Some fresh ideas would help.
TIA

The wheel sensor is not an analog device, it is more digital. Its a magnetic pickup on a the reluctor. Output is a square wave and the frequency increases with speed. you need a special scanner to read it. Do you have a code reader that is giving you a code for the wheel sensor?
It stays at 1.74 no matter the speed.
