Default anyone with cooling issues, do this first

Go to Napa buy a block tester, it costs 50.00 this is the best tool you can have for the Rover.
It is a clear tube that you fill with blue fluid, remove the coolant cap and place the tube into the coolant bottle, start the engine, and watch the tube , do you see bubbles coming through the tube??
If so you have one of these a blown head gasket, cracked head, cracked block.
If the fluid color changes to green or yellow, then you have hydrocarbons leaking into the coolant system and this indicates one of the problems noted above. doing this test will save you money and indicate early problems with the engine.

If you were going to go look at buying a used Rover you should consider taking one of these kits with you, its an easy test and will give you more info about internal engine condition.
