I think its for daytime running lights, for mostly Canada and customer requested installation in the USA

Oil pan heater (cold climate)? Doesn’t appear to be factory “Rover”.

raid13 nailed it !

Usually mounts behind drivers head light for the DRL

Now it makes sense as there is a plug with the head light harness that only has power when High Beams are on.

I just bought a project 1964 Series 2A 109 that was put on a 1999 Disco 2 running gear. Problem is that the guy unplugged everything without IDing the plugs and discarded the wiring harness past the plug to such things as the window motors, door locks ect. Now I'm trying to find out what they all do.

It's the resistor for the hi/low on the headlights. It was only on 1999 and some 2000 DII's. I have one of these listed in my eBay store.
