AUX Lights Legal in CA?

AUX Lights Legal in CA?
My 04 disco has 2 hella 500s mounted on the factory bull bar. They are aimed below the low beams. Is it legal in California to have these on while driving on the road?

I was told no by a knowledgable source. Furthermore they are supposed to have covers over them in case you accidentally hit the switch.
