Default Bizarre starting woes

So I've already posted I have a starting problem in another thread. My 2002 discovery is starting with an extended crank. I have checked the fuel pressure, its fine. The pump however is not getting power untill the engine turns over. I have checked and the fuel pump relay will not click on position 2. I can hear it click only when the ignition switch is placed in position 3.
The issue is I get no power to the fuel pump prior to going to position 3 on the ignition switch. Any ideas?
When the car finally does start it runs really rich with a raw gas smell. No codes are showing and all relays and fuses seem to check out.

I am lost, Help Mike!!

Is the fuel pressure still good after it has sat for a while?

Nope, it bleeds down after a bit.
I switched modes and pulled the car out to put ATV's in the garage, and I turned the key on and bang the pump started right up,and bang the car started. So now its an intermittent electrical problem. I guess its British so that figures.
I'm going to let it sit for a couple hours and see if anything else changes.

You can get at the fuel pump relay in the underhood box, remove relay and short pins in base (pins 87 and 30) for a second to see if pump runs every time. Relay is turned on by main relay (along with other things), and "earthed" or switched by the ECU. If ECU does not see rpm it will stop pump. Check fuse 10 underhood for hairline crack.

I'll check the relay, all fuses have been checked for resistance with a multi meter so I know the fuses are good.

When you checked the fuel pressure was it before you tried starting the engine, if so what was the pressure?
The pump will only come on for apx. 3 to 4 seconds and then it shuts off if the engine does not start.
My money is on a bad fuel pump, this is that time of year when they start failing.
