Default Brake Booster?

My 2003 Disco has had "weak" brakes since I picked it up a few years back. The brake pedal isn't spongy and it takes a lot of pedal to come to a quick stop. Sometimes I feel like I need to put both feet on the brake pedal. I replaced the master cylinder and had it bled at a shop but didn't help much with the pedal effort. I know that probably leaves the booster as the primary suspect but before I spend $500 for one is this a common problem?

How do your pads and rotors look? Just because the pads have a lot of meat on them doesn't mean they are not garbage. I just dealt with this and new front pads and rotors did the trick.

Pads aren't even 1/3 work and the rotors look fine. If I compare the brake effort on the disco compared to the other cars it's at least 5 times more. The boosters for the Disco are expensive ($700) otherwise I'd just replace it. That's why I was asking if the pedal effort was normal on this model.

Make sure you still have the o-ring sealing the MC to the booster
