Default Brake Issue/What's your Engine Vac?

So the brakes on my D2 seem very soft at idle seems like I have to stand on it at parking lot speeds seems fine when driving around. I've replaced the master (new) the booster (used off my parts car) made sure the pads and calipers are free and bleed the hell out of it (including jumping the ABS to bleed it). I put a vacuum gauge on the motor and it is only pulling 16 inch at idle. Does any one know what is normal for a D2?

I measured 18 inHg at idle at the brake vacuum port. 16 is not significant to make a difference when braking. Nonetheless I would check for intake leaks with a smoke generator. Maybe you should repeat the vacuum measurement on the PCV port to see if there is a difference.
