Default brake light bulb mystery

I noticed on my 97 Disco 1 that there are two bulbs (top and bottom) in the brake light, reverse and signal assembly, NOT the brake lights on the bumper.
The bottom 2 bulbs on driver and passenger side of the assembly do not light up when the brake are applied. I changed the bulbs and still doesn't light up. Nothing happens.
The top brake lights in the assembly light up fine, but the bottom ones don't. All other bulbs in the assembly work fine, but the bottom 2. Are they connected on the same circuit? Is it supposed to light up at all? There is a bulb in there, so I assume that it is a brake light bulb.
Any ideas what could be the problem?

Hey,

The bulbs that you are talking about are for the "rear fog lights". There is a switch to the left of the speedo. It looks like a rear defroster switch. The switch will only light up when the headlights are turn on. Then the switch is depressed,the lights on the bottom will light up. I hope it helps.You can also look this up in your owners manual.
