I highly recommend getting the tactical rovers bumpers. You're gonna hate the ARB with extended winching.

This for the front. Lucky8 Llc. - Take the road less traveled...

A friend has one on his DII and it looks really good. Well built and very reasonably priced. Also made in the USA if that is something that matters to you.

X2. I just got the tactical rovers bumper. It's awesome and very high quality. I would highly recommend it also.

I recently installed front and rear Tactical Rovers bumpers. http://www.tacticalrovers.com/Products.html A little more than your budget with shipping, but consider a TR front, but grill will need to be cut for a winch. I would just pick-up a used grill sometime to replace when the time comes.
