Probably a flap that is stuck in the wrong position, perhaps an actuator that is not operating. So you get warm water into the heater core, and warm air all the time. And it can make your normal AC air not so cool. One way to bypass that is to put a short piece of hose with clamps on the in/out water lines headed toward the firewall, until you can make real repairs, which may involve some under dash gymnastics, or removal of dash. Good time to look over the RAVE manuals.
