the po must have thrown it away I recently replaced but may be missing a spacer...I know you need one for the top bolt but should the other bolt have a spacer as well?...I believe the area that is empty on my truck is for the ace pump...thanks..

 

I believe there are 2 spacers, I'm not sure though as I tossed mine a while back as it gets annoying to keep removing.

 

Yes. Both bolts have the spacers on them. I have removed mine so many times chasing down a belt noise I could do it in my sleep... and dropped one of the spacers because I wasn't holding onto both of them 1/2 as many times.
