Can't communicate with Inspection computer

What we have here is a failure to communicate. My 2000 Disco II won't communicate with the NY State inspection computer. Everything works perfectly when we plug a scanner into the ports, and it shows no faults or codes, but when it gets plugged in to the inspection computer, there's no communication.
Everything electrical is original. No aftermarket lighting or radio. The only thing else that's wrongwith the truck is the cruise control doesn't work. But I think that's vacuum related rather than electrical.
Any idea where the tech could look?

If you are sure its not the NYSI machine. You can disconnect the cable from the back of the machine and basically reset the machine. If you can get into with a scan tool its the NYSI that is the problem. If a scan tool doesn't work then its the diagnostic bus circuit. That needs a minimum of sixty ohms to work and function. You also need battery power and ground.

I would go visit another inspection station.
You may have had a rooky.
Or, the equipment at that station garage bay is out of tolerance.
Inspect the pins on your OBD-II connector for green corrosion and dirt.
Make sure the pins are not damaged.
Also - make sure your battery is up to par.
New battery may help.
I am assuming they are testing it while the engine is running then the battery would not matter.
Our Discovery I and Discovery II had NO problems in WA state with the
emissions.
If you are in some remote area of NYS - try a larger area.
You can get codes with the key ON and the dash lit up too.

check that the plug is proud with respect to the mount.
Probably been bashed and the plug is loose.
There is no sure mechanism to assure the plug is fitted - and if loose it will not
make good contact.
A good plug would have captive screws or snaps.
An OBD2 plug is a friction fit.
If the socket is up even a few mm - it may be an issue.
The inspection station thinks it is plugged in - and it is not.
This is ALL the problem could be.
Tell them to use two hands to fit the plug.
One hand - above the socket to hold it down and fit into the inspection plug.
