I think it needs to be enforced where money changes hands. I don't really want my local cops chasing converter thieves. As said above the special interests groups that like a cheap-ish source for the metals has more (lobbyist) political pull than the guy with the car getting ripped off, at least at the present. If they make it too difficult to make money at the street level it would go away.
