Is CDL possible on an '02 Disco?

The D1 lever and the 2004 D2 lever both allow you to engage high/unlocked, high/locked, low/unlocked, and low/locked. So it's not true that you can only engage the lock while in low range.
Should you? I have certainly seen people caution against higher speeds while locked.

I'm not understanding what the difference in your two proposed setups is. If you're interested in fabricating something, why not just leave your existing range lever in place and add a simple lock shift?

Thank you, that was the info I was looking for, since you can engage CDL during both high and low range functions, I will make a separate lever for engaging CDL.
