Any place with a OBDII compliant scanner can plug into your vehicle and read engine management related Codes. However, the Codes related to other systems in the vehicle, such as suspension or climate control requires an Autologic or equiv. scanner. The latter type of scanner costs approx. $15K so only speciality service shops typically have one of these.
