I bought an 04 Disco SE and it didn't come with the lighter. The outlet is there but it won't charge a cell phone. I've checked the fuse and its fine. My seat heaters work and so does the mirror compass. I guess the outlet could be bad but I hope not. I've looked at it and can't figure out how I'd take the old one out to replace it.
