Coating is peeling
Not sure exactly what I am looking at nor does this look like a Discovery 2, but if I were you I would find a matching color paint for your interior trim and find a vinyl/plastic paint that could cover that up.
Sorry, it’s the front console by the cup holders. It looks like the coating on the plastic is bubbling and then flaking off. The same is happening on the silver around the AC *****.
Not sure if this is a D2, it looks newer. My guess is that it is a LR3, 4 or Rangie with what is called soft-touch paint. This is common on newer cars and became common later than the D2. It peels over time and can be susceptible to wear, body oils and make-up. Steering wheels look like this all the time. You can buy it in a can and redo it.
I've had good luck repainting plastics in vehicles/boats using the following steps.
Clean/degrease
Lightly scruff with sand paper
Reclean with 50/50 alcohol/water and lent free clfre
apply adhesive promotor like bully dog
prime
Paint to your color choice.
On items that need added uv protection or motorcycle tanks I'll finish off with a 2 part rattle can clear coat from eastcoat.
If long term doesn't matter to you there are easier methods.

If you are looking for the soft touch, rubberized paint. I have had good luck with Plasti Dip, the longer you let it cure, the more durable it will be. They make a clear coat that may make it more durable, but i have not tried it.
