Fan clutch is fine
even at Hwy speeds this is happening

I will be going and getting a new water pump today and will be installing it this afternoon

I had that same problem but it wasn't my water pump. It was probably the t-stat sticking

I'm dubious about the water pump

Did you post IR thermometer results on the tstat and radiator?

Tstat top half temp
Tstat bottom half temp
Radiator temps, top to bottom, left to right?

Yeah, think water pumps either work or they don't sorta thing.

Fan Clutches engage/disengage at certain temp's and certain RPM's. They aren't just off at highway speeds and on and idle.

I'm still going with flow issue be it a radiator or a massive air bubble or you're getting exhaust gases into your coolant from a cylinder = very hot.

My ir gun is not reading properly it's all over the place
I can tell you both heater core hoses are hot and bottom of rad pipe is cold until you rev engine then it starts to flow

I've tried 3 diff Tstats all with same result
there is no air

I got nothing left to do at this point but to take out water pump and inspect it

Maybe the impeller on the water pump is corroted as I'm got the truck they still had the oem coloured coolant

With that statement, it sounds like your problem is something other than the t-stat.

Remind me again, whats the deal with your radiator?

Put some new batteries in the IR gun and try it again!

Ok replaced water pump old pump looked fine but got replaced put all back with Atlantic British Tstat
truck is running 197 driving 204 idle it's 14 degrees Celsius here

I'm going to reinstall my black britpart tomorrow and see what happens

if it goes back to 215 then it's a bad lucky 8 stat
if it is a bad Tstat that would mean I got a bad Tstat from Atlantic British and one from lucky 8 that would be bad luck

Have you ever slapped a thermostat into a pot of water and boiled it yet??? You'll know instantly and it only takes a few minutes.
