Default Crankcase tube

what is the plastic piece inside the vent tube ,, what is its function in life , and does it go at v/c side or intake side

Are you talking about the oil separator that is inside the v/c where the PCV hose attaches and then goes to the manifold?

its inside the rubber vacum on passeger side its black plastic with about 4 disc shaped areas, it seems its a backflow or something

That is called a oil separator, when the intake sucks the gases out of the crankcase through that tube (PCV tube) that separator keeps it from sucking the oil out of the engine.
You can remove it and clean it with carb cleaner, let it dry and then reinstall.
No it does not need to be there but yes it should be there.

Default Crankcase tube

What kind of pump are you planning on using? If youve got enough blowby to create any significant crankcase pressure with the factory breather tube, then a small diaphragm pump is not going to cut it here.

If I were you, Id simply increase the size of the breather tube to remove any restriction and keep the crankcase pressure down. I would keep the breather attached to the air intake in order to keep the oil smell down outside. And I would leave the PCV in place for the same reason.

im not adding anything,?? dont know where that came from. i was wondering what the plastic piece was. thanks for the reply spike and mike
