Definitely the groove closest to the oil needs to be covered in order to prevent leakage. That said, it looks like your seal was still good, no oil passed the groove. The sleeve should peak out slightly beyond the seal when it is all assembled. You don't need any sealant for the sleeve itself as it fits tight to the shaft, just make sure you clean the shaft up good prior to installing the sleeve. And don't sweat it too much. This is really a simple job.
Thanks, maybe I’ll just leave the dust cover on there, clean the whole thing up a bit with a toothbrush and simple green, scotch brite on the shaft and tap the sleeve on it if that’s a good idea? Hopefully I don’t create a problem here where there wasn’t one and hopefully I can manage to cut that flange off without tearing off the sleeve itself.
Thanks, I found it - I’ll link it here in case it helps anyone in the future. I think I’ll just clean the surfaces however I can in a simple way and press the sleeve on there. Does anyone bother measuring the shaft on the harmonic damper in three places or it very likely to have the shaft become lopsided? Also, does the spacer between the bolt and the shaft need to be installed in a particular direction? Mine fell while pulling the damper and I’m not sure which way it was on, but I think I can figure that out using the shiny mark on it… pretty sure that mark was facing the shaft (closer to the engine rather than the bolt).
Any advice on cleaning the harmonic damper? I got the shaft and dust cover pretty shiny with a scotch brite scouring pad and simple green, but the pulley looks rusty. Should I deal with that? I’m not sure what I can use while being mindful of the rubber on there. I’ve got mineral spirits, diesel, brake parts cleaner… Also wondering if I should spray penetrating oil on the dust cover and pull it off to clean things up - seems stuck on there with grime and I don’t want to pull at it too hard. I’m not sure what to use to clean steel parts like pulleys while being careful not to cause corrosion. Not sure if simple green is ok and if that needs to be followed up with WD40 or something to prevent rust?

Maybe post a pic? Overall I'd leave it. Solvents and rubber don't play well together.
Sorry I didn’t get these images sooner - here’s the harmonic damper after cleaning. It’s not that clean… I just used simple clean and scotch brite - a bit of tooth brush, brass brush and blue shop towel too. It’s hard for me to tell exactly where the sleeve should go now and once everything is out together again, it’s going to be really hard for me to try to adjust anything. I don’t have a seal puller and really want to get this right the first time. Since I have a new front cover with a new seal I installed, which I just tapped in all the way, I’m hoping I did that right and hoping it’ll sit where the sleeve will be. I know it’s supposed to be simple, but I’m very concerned about accuracy since it really seems like there is hardly room for error here.
Is this clean enough? Should I spray the rubber with silicone spray to condition it? I’m hoping to prevent it from cracking. Should I shine up the pulley? What about the residue or whatever it is inside of the shaft? I have brake cleaner, carb cleaner, mineral spirits, simple green, brass brush, scotch brite, toothbrush - I’m not sure how to clean these parts.
Thank you, is this (red arrow) the groove I’m trying to cover with the far end of the sleeve? I’m just confused about exactly where to get the seal now that the grime is gone, even trying to compare it to the old pictures. There’s a big line above it (yellow arrow), but I’m not sure what that is - yours doesn’t seem to have it, but I can’t tell for sure. I don’t want to tap it down all the way to the dust shield and miss the part that needs to be covered, unless that’s what’s needed - or getting it about 2mm away from the shield? Please help me get this in the right place.
