It did move when I removed the hose and manually compressed the bellow and put my finger over the nipple. The bellow held a vacuum (luckily). Once I get the pump sorted out I will make sure the cable is adjusted correctly. Thank you for all the tips.

Quick update...Purchased a used vacuum pump off of Ebay....installed....and Eureka! (old guy term) I now have cruise Control !! Thanks for all the help. I really appreciate it.
This forum is a great source for info and tips.
