Default D-II Rear lights...what is the top two for?

Hey guys working on some light issues in the rear and I got everything sorted out and working except the top two lights. There both (or all 4) the same Phillips 12V 5W 9E3. They appear to be the 'running' lights or the lights that come on when the headlights are on. My problem is although all 4 are good bulbs only one per side lights up when the headlights are turned on. Is this normal operating procedure for these lights that only one per side comes on or should all 4 be lighting up?

Thanks - Toby

When you brake you don't see the running lights. When I was on the Mojave Road a guy in front of me had brake light issues after removing the bumper lights. Both of his running lamps worked fine, but only the ps side brake light worked, and I could see the running lamp on the driver side when he braked. The few times bothe brake lights worked I didn't see the running lamps at all. HTH.

Sorry guys, dmb a question earlier - hey all 4 light up. I guess I had two spots that had some loose contact issues, bought new bulbs, switched them all around until the liked there spots and they all work now.
